Note A:  Medi-caps need to be placed below the bark layer and callus tissue needs to form to make a good seal.   Best time to implant capsules is when the tree is dormant and xylem tissue has minimal activity.  Summer applications are not recommended because the iron salt will ooze from the wound, due to the massive xylem activity and slow callus tissue formation.

Some research articles have mimicked the University of Nebraska NebGuide ( not current information )     statement:

" Best time to inject / implant  is during bud break "

Bud Break is the worst time of the year to treat with iron.  Buds utilize stored food reserves for bud development and if a chlorosis method is applied, then the buds would have to stop and utilize reserves to metabolize these nutrients. Thus sacrificing normal bud development until the nutrients have been metabolized.

Do your treatments before or after, never during.
